Meet Our Members
Dr. William Queen
Board President has been a full-time practicing restorative dentist in Martinsburg for the past 27 years. He received his bachelor degree in accounting from West Virginia Institute of Technology in 1968. He earned his doctorate of dental surgery degree from West Virginia University School of Dentistry in 1977. He went on to graduate from the University of North Carolina School of Dentistry in 1983 with a specialty in prosthodontics. Dr. Queen has been a member of the Berkeley County School Board of Education since 1996. He has served as the president of the Board since 2000. He has been a resident of Berkeley County for the last 36 years and is a native of West Virginia.

Dr. Darin Gilpin
Vice-President a Berkeley County native received a bachelor's degree in Animal Science from West Virginia University and a doctorate in veterinary medicine from The Ohio State University, College of Veterinary Medicine. He is vice president of Shenandoah Veterinary Hospital in Martinsburg. Active in the community, Dr. Gilpin is serving as a member and past president of Sunrise Rotary Club, served on the board of the Martinsburg-Berkeley County Chamber of Commerce and on the Eastern Panhandle Board of Directors for the Boys and Girls Club. He has had the honor of serving as the moderator at the American Veterinary Medical Association Leadership Conference. He is a past Board Member and immediate past president of the West Virginia Veterinary Medical Association, a member of the West Virginia Veterinary Medical Association, The American Animal Hospital Association, WVU Eastern Panhandle Alumni Association and is currently serving on the WVU National Alumni Association Board of Directors.

Mr. Todd Beckwith
Member is a 1970 West Virginia University graduate (B.A., Mathematics). He is employed as Senior Vice President with City National Bank. He has served as past president of the Berkeley County Board of Education. Mr. Beckwith is also the Chair of the James Rumsey Technical Institute Administrative Council. Mr. Beckwith is an active member of the United Way and Chamber of Commerce and the Eastern Panhandle WVU Alumni Chapter. He is a member of First Baptist Church.

Mr. Pat Murphy
Member is a lifelong resident of West Virginia. Pat graduated from Martinsburg High School in 1966. He served in the US Marine Corps from 1966-1970. He then went to Shepherd College and graduated in 1975 with a teaching degree in elementary education. He retired from teaching after 30 years in 2005. He also was a member of the WV House of Delegates for 8 years and a Berkeley County Commissioner for 6 years. He previously served on the Berkeley County Board of Education for 7 years. Pat is a member of St. John's Lutheran Church where he currently serves on the church council. Pat has taught photography at the Martinsburg Boys/Girls Club for 43 years. Ms. Michelle Barnes-Russell
Member is a 1992 graduate of Virginia State University with a Bachelor of Science in Public Administration. She earned a Master’s of Science Degree in Organizational Leadership from Mountain State University in 2004. Ms. Russell has over 20 years’ experience in management and currently serves as the Berkeley/Morgan County Local Manager for Frontier Communications. She earned a Professional Women’s Business Management Certification from Simmons College 2008 and is a graduate of both Leadership Berkeley (2008) and Leadership West Virginia (2013). Michelle is active in the community serving as a board member for the Eastern Panhandle United Way and was recently appointed by the Governor Tomblin to the WV Women’s Commission.
