Ms. Michelle Barnes-Russell, Member

Michelle Barnes-Russell is a Telecommunication Manager with more than 20 years of experience in Business, Human Resources and Labor Relations. Michelle earned a bachelor’s in Public Administration from Virginia State University in 1992 and a master’s in Organizational Leadership from Mountain State University in 2004. Michelle also holds certificates from the following organizations:

  • Business Management - Simmons College
  • Verizon’s Diversity Leadership Program
  • Fairfield Center of Legal Mediation/Conflict Resolution
  • RESA 8 Substitute Teacher Certification
  • First Line Law Enforcement Supervision - Midwest Police Consultants -Shenandoah University
  • Berkeley County and West Virginia Leadership Program
  • Simulated Workplace Inspector - West Virginia Department of Education

Dedicated to the Berkeley County community, Michelle serves on numerous boards including United Way of Eastern Panhandle, Boys and Girls Club of Eastern Panhandle, Berkeley County Parent/ Teacher Association and the Martin Luther King Scholarship Committee. She is a proud member of Eastern Alumnae Chapter of Delta Sigma Theta Sorority, INC, and the NAACP where she has served in various roles

An active member of Destiny Baptist Church, Michelle has served as an ordained Deacon, Women’s Ministry President and Church Clerk.

Michelle was elected to the Berkeley County Board of Education in May 2016.
